High Council of the Time Lords:
This governing body of the Time Lords on Gallifrey could also be referred to as just the High Council or even the Supreme Council; interchangeable. Think of the High Council kind of like the governing law of Gallifrey and these were the kind of people you wouldn’t want to get in trouble with. They dealt out the Laws of Time and enforced them.
It was composed of Cardinals that were elected who represented the colleges of Gallifrey. Other branches of the High Council was the Inner council (consisted of Lord/Lady President and Lord/Lady Chancellor), Castellan (oversaw the Chancellery Guard), the Gold Usher (presider over official events of High Council), the Surgeon General (office held by a member of the High Council), and the Inquisitor (served as judges and heads of inquires).
Celestial Intervention Agency (CIA):
This group was a secretive Time Lord organization that its operatives protected the web of time by ensuring that the net result of history remained constant. Basically these people did the dirty work of the High Council. And it really was dirty work. The CIA’s actions usually violated the Time Lords’ non-interference policy. For this reason, they had to operate in secret so it couldn’t be linked back to the High Council.
Their motto was “the story changes, the ending stays the same”. They were, in a way, spies. They were originally a group created as a covert arm of the High Council to safeguard the Time Lords’ interests but evolved later on from a group of Rassilon’s guards.
The Doctor and Romana (Lord President at the time) were involved in the CIA, and were apart of the covert operations. Although, the Doctor was a reluctant agent from his second to his sixth incarnations.
I couldn’t find anything over Time Bullets unfortunately, but if I ever come across any information on them, I will certainly try to make a post about it.
However, I do have some basic facts about Time Rings.
Basically, Time Rings were much akin to Vortex Manipulators, allowing time travel through the vortex without a proper shell or capsule. They were, naturally, created by the Time Lords. They were at first worn on the wrist but later on seen as just a ring around the finger.
It’s not very clear whether the Time Lords allowed these rings to be handed out freely or not, but they seem to be limited in number and a bit harder to obtain. The Master even duplicated a stolen prototype of a Time Ring, which leads me to believe they weren’t all that easy to come by.
That’s the very basic summary of of what Time Rings are. As for appearances and uses, the Doctor was given use of a Time Ring quite a few times. Mainly on one mission or another for the Time Lords involving correcting some kind of mistake in time or rescuing people.
